yes no receipt no item.. In Chiapas some thieves were hauling off my neighbor's stove when the door opened and all the pans fell off the oven...All the neighbors came out everyone knew where the stove came from, the manager tried to claim the stove to return it to the house but no deal, the owner came back but did not have a receipt so she did not get the stove back.. it is just ridiculous

Sounds like plain old larceny on the part of the authorities.

Unless they keep you company 24/7 and you open carry, they wouldn't be much help if you went shopping and came home to a burglary in progress, would they?

Open carry, or concealed, is not a good idea in Mexico as it will get you some serious time/consequnences.
Police/military do not need any judicial bona fides to check for weapons outside your home and you haven't any legal protection or come back, if in possession.
More chance of being checked in a reten than protecting yourself from a crime.
