Try the shoe repair shop in Chapala on Degollado, 1 and 1/2 blocks east of Madero on the south side of the street.  They do a lot of luggage repair work.

Or the leather guy on the Carretera in Ajijic just east of Colon. May take awhile tho.    Or the guy one block north of the Carretera in Ajijic - like behind Plaza Montaña.
